This construction
is actually a trap. Predatory birds like the falcon and eagle like to sit
at such places to have a good overview of possible preys. Heiberg wanted
to reduce the amount of predatory birds so that he could get the groose
for himself.
If you look close at the picture you will se remainants of the iron chain that secured the trap.
